Dawncloud Visitor Screening Standards: 1. Those who may freely enter and exit Dawncloud are limited to high priests of Kephale, members from the Council of Elders, and recognized lifetime VIPs. Their names and appearances are recorded in the VIP registry. Such visitors can travel freely and are not to be registered or neglected. 2. Citizens who work or live in Dawncloud must wear a specially crafted Kephale stone talisman. They may enter and exit upon displaying the talisman and verifying their identity. They are not to be registered. 3. All other visitors, in principle, must be carefully questioned about their identity. Only invited guests may visit Dawncloud, and such guests must carry a one-time Kephale stone talisman. After their visit, the talisman will be collected by the reception team. 4. The most distinguished guests received by the Council of Elders are not subject to the above rules. The Council will dispatch an Elder to receive them with special high-level etiquette. 5. Commoners are strictly prohibited from entering Dawncloud without reason.

The talisman has since been recalled, and the individual is permanently barred from Dawncloud. Ulysse, an outlander noble, was invited to visit. Having provided substantial amounts of wealth and goods to the Council of Elders, his talisman has been permanently consecrated, and all future visits will no longer require registration.
